What is a White Card?

A White Card — formally called a Construction Induction Card — is the mandatory safety qualification for anyone who enters a construction site in Australia. The training unit is CPCCWHS1001: Prepare to Work Safely in the Construction Industry, and it is part of the CPC Construction, Plumbing and Services Training Package.

The White Card was introduced to ensure every person on a construction site has a baseline understanding of workplace health and safety hazards, risk controls, and emergency procedures. Whether you’re a bricklayer, an electrician, a site supervisor, an architect doing a site visit, or a delivery driver entering a construction zone — you need a White Card.

Who needs a White Card in Queensland?

Under Queensland law, you need a White Card if you:

  • Work on any construction site — including new builds, renovations, demolition, civil works, and infrastructure projects
  • Visit construction sites as part of your job — site inspectors, architects, engineers, surveyors, real estate agents inspecting builds
  • Deliver materials to construction sites — truck drivers, crane operators, and suppliers who enter the site boundary
  • Perform trades work on construction sites — electricians, plumbers, painters, tilers, concreters, carpenters, roofers
  • Supervise construction work — site supervisors, foremen, project managers, and safety officers

There are limited exceptions — emergency services personnel responding to emergencies and members of the public walking past a construction site on public footpaths do not need a White Card. However, if you are in any doubt, the safest approach is to get one.

The legal requirement — WHS Act & QBCC

The White Card requirement is established by two pieces of Queensland legislation:

WorkSafe Queensland enforces compliance. Both the worker and the person conducting the business can be penalised if a worker is found on a construction site without a valid White Card.

What the course covers

The CPCCWHS1001 training covers:

  • WHS legislation and responsibilities — understanding the WHS Act, regulations, and codes of practice
  • Identifying construction hazards — working at heights, electrical risks, manual handling, plant and equipment, trenching and excavation, hazardous substances
  • Risk assessment basics — the hierarchy of controls (elimination, substitution, engineering, administrative, PPE)
  • Personal protective equipment (PPE) — selection, use, maintenance, and limitations
  • Emergency procedures — evacuation plans, first aid access, incident reporting
  • Safety signage — understanding prohibition, mandatory, warning, and emergency information signs
  • Communication — Safe Work Method Statements (SWMS), toolbox talks, reporting hazards, and your right to refuse unsafe work

Validity and replacement

White Cards do not expire. Once issued, your White Card is valid for life — there is no renewal requirement. However, there are circumstances where you may need a replacement:

  • Lost or stolen card — apply for a replacement through the QBCC
  • Damaged card — same process as lost cards
  • Name change — you can request a reissued card with your updated name
  • Interstate transfer — White Cards issued in one state are recognised nationally. You do NOT need to redo the course.

How to look up an existing White Card

If you’ve completed the White Card course but can’t find your card or certificate, you have several options:

  • Unique Student Identifier (USI) — log into your USI account to access your full training transcript
  • Contact your RTO — the RTO that delivered your course can reissue your Statement of Attainment. If you trained with IRFA, call 1300 766 298.
  • QBCC — contact the QBCC to verify your card status or request a replacement

Can I do the White Card online in Queensland?
