The Legal Reason HLTAID012 Exists
Under the Education and Care Services National Law and the National Quality Standard (NQS Element 2.2.1), every approved childcare service in Australia must ensure that at least one educator present at all times holds a current approved first aid qualification.
The approved qualification is explicitly HLTAID012 — not HLTAID011.
This is written into Regulation 136 of the Education and Care Services National Regulations:
"The approved provider of an education and care service must ensure that… a person who holds an approved first aid qualification is in attendance at the service."
ACECQA’s definition of "approved first aid qualification" includes HLTAID012 specifically. HLTAID011 alone does not meet this definition for regulated education and care settings.
Non-compliance consequence: If your centre is audited and no staff member on duty holds a current HLTAID012, the service can receive a "Working Towards" NQS rating or face compliance action from the Queensland Department of Education.

I Already Have HLTAID011 — Do I Need to Redo the Whole Course?
Yes, but it’s not as bad as it sounds. HLTAID012 is a 4-hour course at the same price as HLTAID011 ($90). You don’t receive a credit or exemption from HLTAID011 into HLTAID012 — they are separate qualifications with separate assessment requirements.
However, because HLTAID012 includes HLTAID011, when you complete HLTAID012 you receive both qualifications on the same day:
